I'm not sure why the USF Library would not be able to get this dissertation via Interlibrary Loan. IUP does lend its dissertations (in most cases) and this particular one has not circulated since last April. It may be that your library does not request dissertations as a matter of policy or IUP is not in their normal network of partner libraries. I believe we would be willing to lend this item, but we are restricted to library-to-library lending. We would not be able to lend it directly to you. I would recommend that you request the title again and ask your local ILL department to send an ILLIAD request (if they participate in the OCLC system) to PZI (our code on the system) or fax an ALA ILL request form (the staff in ILL should know what this is) to (724)357-6213, and we'll arrange the loan.
