Yes, the IUP yearbooks are available, both in print and in electronic form.
The print copies that the library owns are housed in the Special Collections department on the 3rd floor of Stapleton Library. Anyone can stop by to view the yearbooks, but they don't circulate outside of Special Collections. That office has more limited hours than the rest of the library building, so it's a good idea to call ahead (724-357-3039) to be sure that the collection is open.
We also have electronic copies of the yearbooks available and these are available to anyone. To find them, go to the Library home page (www.iup.edu/library) and click on the "Special Collections" link. On that page, you'll find a heading for "Record Groups" with a link to "IUP Publications" under that. Click that link to get a list of the publications available. On the resulting page, click on "Yearbooks" and you'll get a list of the years available. Just click the year you need to view that yearbook.
