It depends. Digitizing can be viewed as an attempt to circumvent purchasing the work. If the amount of the work scanned is small (say, one chapter from a book), a case can be made that this falls under "fair use".
If possible, a better option is to link to books or articles from the IUP Libraries. This is the preferred option for directing students to electronic content and does not require seeking permission. Be sure that you create a stable link to the article so that students can access from off campus.

Reference Hours
During winter break a reference librarian is available to assist you from 10am to 4pm on the following days:
Thursday, December 17– Wednesday, December 23;
Thursday, December 24 - Thursday, December 31; and
Monday, January 4 – Friday, January 8, 2021;
Library Hours
